🏁 Origin and purpose of the system

The system of personalised number plates in Andorra was created under Law 24/2014 of 30 October, with the aim of offering residents a new way to identify their vehicles, allowing them to choose a distinctive and recognisable combination of characters.

This initiative was introduced with a dual purpose:

  • Symbolic, enabling vehicle owners to have a distinctive and personalised registration plate.
  • Economic, since the associated fees generate public revenue without affecting the ordinary registration system.

The regime entered into force on 30 November 2014 and was further developed by the Decree of 17 December 2014 (BOPA No. 70).

🚗 Who can apply for a personalised plate

According to Law 24/2014, the following may apply for a personalised registration plate:

  • Individuals who are residents of Andorra.

  • Non-profit organisations legally established in the country.

Only vehicles eligible for standard registration plates may use them — that is: cars, motorcycles, trailers and quadricycles.

Therefore, each vehicle retains its own standard registration number, and the vehicle owner also holds a personalised number plate, which may be assigned to the vehicle of their choice.

Diplomatic, test, temporary, museum and mechanical vehicles are excluded.

🔠 Combinations and restrictions

Combinations must comply with strict rules:

  • Between 2 and 5 characters (letters or numbers, but not mixed).
  • Letters must belong to the Catalan alphabet, written in uppercase and without accents.
  • The use of “AND” or any other institutional reference (state symbols) is prohibited.
  • Offensive or confusing terms resembling standard number plates are not permitted.
  • Combinations already attributed or matching registered trademarks cannot be reserved (unless expressly authorised by the trademark owner).

The Government of Andorra is responsible for approving or rejecting applications within a period of one month.

📋 Step-by-step procedure

– Reservation

  • Submit the application to the Government’s Service of Procedures.
  • Pay the reservation fee of €40.74.
  • The reservation is personal and non-transferable, valid for a maximum of two months to formalise the attribution.

– Attribution

  • Once the reservation is authorised, request the definitive attribution and pay the corresponding fee according to the chosen combination.
  • The number plate becomes linked to the designated vehicle and is delivered through the Automòbil Club d’Andorra, which manufactures the physical plates.
  • If the plate is assigned to an already registered vehicle, the registration certificate must be updated accordingly.

– Annual maintenance

  • Each year, the plate holder must pay a fixed annual fee of €200 to keep the registration active.

– Transfer or cancellation

  • The holder may transfer the plate to another vehicle they own or cancel it.
  • If the plate is not used within a three-month period, it automatically expires.

💰 Official fees

The fees established by the Government are as follows:

  • Reservation: €40.74 (allows the selected combination to be held for two months).
  • Attribution (according to total number of characters):
    • 5 characters → €3,000
    • 4 characters → €1,000
    • 3 characters → €500
    • 2 characters → €6,000

(The Government may apply the maximum fee of €6,000 to particularly short or commercially attractive combinations, regardless of their letter/number format.)

  • Annual maintenance: €200 (fixed annual charge to maintain ownership rights over the personalised plate).
  • Plate fabrication: the holder must also pay the public manufacturing fee set by the Automòbil Club d’Andorra, usually under €50 per pair of plates.

⚠️ Prohibitions and sanctions

The law provides for penalties in cases of improper use, including:

  • Selling, transferring or commercially exploiting a personalised plate.
  • Using it on a vehicle different from the one registered.
  • Driving without correctly displaying the plate.

Sanctions may include:

  • Revocation of the personalised plate.
  • Prohibition from applying for new plates for up to three years.
  • Fines of up to €10,000.
