Andorra’s digital transformation: progress, challenges and the country’s new administrative model

Digital transformation in Andorra: much more than online procedures
Andorra is undergoing a nationwide digital transformation. This is a structural challenge aimed at modernising the Administration, reducing unnecessary procedures, and improving the relationship between citizens, businesses and public institutions.
It is not just about digitising forms or enabling online submissions. The real challenge lies in rethinking entire processes to make them more agile, more secure and more efficient.
In this context, ELYSIUM — as a member of the College of Economists of Andorra (COEA) and the Association of Managers — actively participates in the working sessions organised by the Government of Andorra, represented by the Minister of Public Function and Digital Transformation, Marc Rosell.
These meetings have a clear purpose: incorporating the perspective of professionals who deal with the Administration daily, and contributing to the creation of a more modern, efficient and service-oriented model.
A fragmented administrative system: the starting point
Unlike other countries, Andorra does not have a single integrated public platform. Each institution — CASS, the Department of Taxes and Borders, the Department of Immigration, the Government, the Comuns, etc. — operates with its own portals, criteria and procedures.
Over time, this fragmentation has caused:
- a high documentary burden
- duplication of procedures
- a multiplicity of documentary and digital processes
- administrative bottlenecks
- difficulties for professionals working across institutions (managers, advisers, consultants)
The purpose of the digital transformation is precisely to address this reality: simplify, unify and streamline.

A strategy with a dual objective
The meetings held — including those on 4 and 20 November 2025 — have made it possible to deepen two major objectives of the Government:
- relieving the operational workload of public bodies and reducing the dependence on manual tasks
- speeding up procedures and improving user experience, for both citizens and professionals
A third goal has also been highlighted: reducing the Administration’s response times.
In recent months, concrete progress has already been made, such as the reduction and integration of several procedures, with the aim of simplifying processes that were previously complex, redundant or unclear for users.
An active dialogue with the professional sector

- the COEA
- the Association of Managers of Andorra

It is worth highlighting the attitude of Minister Marc Rosell, who has shown openness, collaboration and receptiveness to the contributions made by professionals and intermediaries who work closely with administrative procedures.
Immigration: the most operationally pressured department
One of the areas addressed with particular attention has been the Department of Immigration, identified as one of the most strained departments of the Administration.
Recurring issues have been raised:
- tight deadlines, often difficult to meet
- documentary duplications and excessive queues
- lack of available appointments, and inability to obtain them within reasonable timeframes
- lack of integration between systems
- structural overload resulting from the volume of applications
The Government has acknowledged the need to optimise processes and incorporate tools that allow for more efficient, homogeneous and predictable management, especially at a time when the country continues to attract new residents and business projects.

🔐 The future of MIL: from an obsolete system to stronger authentication
One of the central points of the meeting held on 20 November was the transition from MIL (username-and-password identification) — still used in several governmental procedures — towards more modern and secure authentication systems.
Originally, MIL was intended to disappear almost immediately. Given the potential impact on managers, advisers and citizens, the Government opted to:
- temporarily extend its use,
- and phase its replacement to ensure an orderly transition.
Still, the system is destined to disappear: it does not include two-factor authentication and does not meet current security standards required in today’s administrative and digital environment.
This phased transition seeks to ensure continuity, avoid system blockages during the digitalisation process, and increase the overall security level of all procedures. The future lies in digital certificates.
A transformation process with a long-term vision
